Senior Officer Frank Webb, M. Ed.
Frank, who is in his 32nd year on the department, helped develop and implement Houston’s CIT program and served as CIT Coordinator from 1999 to 2005. He has worked with the Mental Health Mental Retardation Authority (MHMRA) of Harris County, the National Alliance on Mental Illness (NAMI), Mental Health America of Greater Houston and other organizations since 1991 on training, policies, laws, psychiatric facilities and and other issues relating to law enforcement’s response to the mentally ill.
Frank served as Discipline Chair of the committee that developed the first CIT Module in the Basic Peace Officer Curriculum for the Texas Commission on Law Enforcement Officers’ Standards and Education (TCLEOSE). Frank was also selected to teach a state-mandated 16-hour CIT Module to all Texas police chiefs through the Bill Blackwood Law Enforcement Management Institute of Texas at Sam Houston State University during the 2005-2006 Texas Police Chiefs Leadership Series.
Frank has received several awards during his career, including the 100 Club of Houston’s Officer of the Year, Houston Police Department’s Officer of the Year, Houston Police Department’s Instructor of the Year, the Helen Farabee Community Leadership Award, the National Alliance on Mental Illness Professional of the Year Award, and the Texas Commission on Law Enforcement’s Professional Achievement Award.
Officer Rebecca Brown, M.A., LPC-S
Rebecca is one of the department’s original Crisis Intervention Response Team (CIRT) officers and has been with the Mental Health Unit since July 2008. Prior to joining the department, Rebecca received her B.S. in Psychology and her M.A. in Marriage & Family Therapy at the University of Houston – Clear Lake. She is a Licensed Professional Counselor-Supervisor.
Rebecca’s background and education make her uniquely qualified to serve as an instructor in the Mental Health Unit. Rebecca coordinates the department’s Department of Justice Learning Site program and is the President of the newly formed Texas CIT Organization. She is also in the process of developing a peer support program for the department.
Rebecca has been an invaluable asset to the training unit.
