Frank is a senior officer with the Houston Police Department. He is in his 32nd year on the department and works as senior trainer in the Mental Health Unit. Frank helped develop and implement Houston's Crisis Intervention Team (CIT) Program in 1999 and served as CIT Coordinator from 2001 to 2005, when the program was put under the supervision of a lieutenant. Frank was selected as the Discipline Chair of the committee that developed the CIT module in the Texas Commission on Law Enforcement's Basic Peace Officer Course (2004) and was selected to teach all Texas police chiefs the state-mandated 16-hour CIT course through the Law Enforcement Management Institute of Texas (LEMIT) at Sam Houston State University (2006-2007).
